Up to €60 and just over 30 minutes. You could phone Artgens, taxi and limousine service, on: +32 10 452222 or +32 496 262222 for a quote.

Or, you can take the train from below the airport, changing at Bruxelles-Nord (train stops at Ottignies, from which you could also take a taxi to Louvain-la-Neuve for about €12), there are at least 2 trains an hour and they take about 30 minutes from Bruxelles-Nord
