Can anyone tell me how to get from Brussels airport to Novotel Grand Place?
Also can I get on the train on Central stations instead of Midi when I go to Amsterdam?

The train from Brussels Airport stops at the Gare centrale (after Gare du Nord) which is close to your hotel. Just walk across the road and down the hill.
You can catch InterCity trains to Amsterdam from Gare centrale but if by any chance you have booked on Thalys it starts at Gare du Midi.

You can view the Royal Palace from the outside at any time. I don%26#39;t know about sightseeing tours apart from the hop-on, hop-off buses which leave from in front of the Gare centrale every 30 minutes.

No. As I said in my first response, the INTERCITY train stops at Gare centrale, the THALYS only at Gare du Midi. RailEurope, Eurail and co are agencies that only offer tickets on Thalys, TGV etc. trains that can be booked in advance. For Intercity you have to buy from one of the train operators, e.g. Belgian Railways (http://www.b-rail.be/int/E/) and you do not have to buy in advance as it is not possible to reserve seats anyway, unless you are a large group. Most people turn up and buy their ticket at the station on the day, as for a bus, but you could also buy it the day before, say, specifying date of travel.

It depends (again) on whether you want to travel Thalys or Intercity!!
Thalys trains are reservation-only, therefore a ticket is purchased for a specific seat on a specific train at a specific time on a specific date. Whether you buy it from Raileurope (or other agency) or from www.thalys.com there should be an explanation of the conditions of purchase, but if the site you are buying it from does not, look on the Thalys site, which certainly does. A fully-flexible (Librys) ticket can - under certain conditions - be exchanged or refunded, so if you miss your train you can have a new ticket for a different departure but you cannot use the original ticket on a different train.
Tickets for Intercity trains, on the other hand, can be used on any train to the destination concerned on the date given on the ticket - which is usually the date of purchase. If you buy it in advance, therefore, you have to specify the date of travel but if you miss your train your ticket is still valid for the next one.
