1) It is not in the city centre but near the European Parliament and the Gare du Luxembourg, however there are plenty of buses to the centre and Trône metro station is about 10 minutes walk away.

2) You could take a train from Gare du Midi to Gare du Luxembourg if there is a convenient departure (trains to Luxembourg, for instance, start at Midi and call at Centrale, Nord, Schuman and Luxembourg on their way out of Brussels). Otherwise, from Gare du Midi follow signs to rue couverte and immediately after exiting under the railway bridge, turn left and you have the starting point of the 27 bus, direction Verheyleweghen, which will take you to Place du Luxembourg. Your hotel is in the street behind the buildings the bus stops by. Individual tickets cost €2 on the bus or you can buy them for €1.50 (also multi-trip, multi-day tickets) from machines on the tram platform furthest away from the bus stop.

3) Yes.
