I don%26#39;t think it%26#39;s possible to give an average and it depends very much on the type of beer (which is not served by the pint in Belgium) and what you mean by %26quot;a meal%26quot;, and where you would be consuming them.
I happened to note the other day in a cafĂ© that the price of a Jupiler (lager) was €1.75 for a small glass (25cl) and €2.15 for a larger one (33cl), and yesterday I had ham omelette and chips in a local taverne for under €8. The tourist dilemma is that they obviously want to be in the attractive city centre and not the residential areas where normal people live, and you would certainly pay more than this around the Grand%26#39; Place. However, in the nearby rue du MarchĂ© aux Fromages (%26quot;pitta street%26quot;) I am sure you could eat and drink relatively cheaply, and of course burger joints here serve beer (with meals).
If you look at restaurant recommendations given in response to previous questions, e.g. Le Cap, you will often find references to their websites, on which you can generally find the menu with prices.
